For a homeowner with one balcony, the scope is simple. Remove the old railing, check the mounting structure, fabricate new, install. The variables are length, material, and whether the mounting points are in good condition.

The strata-specific line items
Engineering and consultant fees. Any strata building changing out all its balcony guards needs an engineering design package, load calculations, mounting details, connection specs, and sometimes a mock-up for strata council review. Common issues we see on older Metro Vancouver balconies:
Corroded aluminum with steel fasteners. Many 1980s buildings have aluminum railings held together with steel bolts. Galvanic corrosion between the two metals eats away at the fastener heads over decades. You can see the staining running down the concrete from every bolt location on older buildings along Kingsway and Lougheed.
Failed original BC Code sphere tests. Railings installed before the 2006 BC Building Code revisions may have picket spacing that allows a child-sized head through. These are grandfathered and legal until replaced, but insurance and strata liability concerns often push councils to replace proactively.
Wood balustrades that have rotted. Older townhouse complexes in Coquitlam, New Westminster, and parts of Burnaby have wood top rails and balusters. After 25+ years in Vancouver rain, the wood is spongy, the connections are compromised, and the whole assembly needs to come out.

Do a test removal on 2 to 3 units. Pulling the railing off a few representative units reveals the real condition of the anchor points, membrane, and structural backing. This informs the real per-unit cost much better than visual inspection alone.
Get multiple quotes with identical scope documents. Strata councils sometimes get quotes where fabricator A includes structural repairs and fabricator B excludes them.
